Governor's aide does not rule out Compact negotiations with the Chemehuevi Indian Tribe
A letter dated September 17, 2007 from the director of Governor Arnold Schwarzenegger's Office of Planning and Research (OPR) indicates the Governor will negotiate with any tribe which seeks to establish gaming in Barstow, CA and which meets the terms outlined in his May 2005 Proclamation on Indian Gaming.
A report put forth by Barstow Mayor Lawrence Dale following a September 6, 2007 meeting with Cynthia Bryant, the director of the Governor's OPR, misconstrued what Bryant had said and attempted to suggest the Governor would not negotiate with the Chemehuevi Indian Tribe or others.
Bryant makes it clear in her letter that the Governor would negotiate with the Chemehuevi Indian Tribe or other tribes seeking off-reservation gaming Compacts provided they meet terms set forth by the Governor in 2005.

Wouldn't it be nice if this was the end for Barwest in Barstow. I wish I could say that I thought it was, however Barwest seems to find a way to slide back in. Oh Well.
It would be nice if another tribe had a chance, my question is how can another tribe get into Barstow. You only have 3 tribes right now, Los Coyotes, Big Lagoon, and Chemehuevi. The first 2 had their chance and couldnt close the deal. Some people think the Chemehuevi are almost a lock to get a compact. However this seems to be a HUGE stumbling block.....
d) The project substantially serves a clear, independent public policy, separate and apart from any increased economic benefit or financial contribution to the State, community, or the Indian tribe that may arise from gaming.
This is from the Governor. I don't see how the Chemehuevi are going to get around that. Now I admit I don't know everything that is going on with the Chemehuevi, in fact am basically clueless. However don't see what they can bring to the table to get around this part of the public policy. Seems that Barstow is going to go from one losing horse and jump right on another that might not be able to get out of the starting gate.
If I didn't know better, it sounds like Splixx has joined the Scott Shackleford Kool-Aid club!
Think about it for a minute or two Splixx.
If the Big Lagoon Rancheria sits on the shores of the Big Lagoon; the Chemehuevi Indian Reservation sits on the shores of Lake Havasu and the Colorado River (source of water for Southern California), its large reservation is home to Desert Tortoise and all sorts of other habitat and precious species ... Now, imagine the possibilities for independent public policy initiatives!

Further, unlike the IGRA, the Governor's rules can change at his whim ... and when Governor's change!

Well Larry, for your information the Chemehuevi already have a casino on their reservation. So your argument besides being totally laughable is just plain ignorant. So I guess you were right, you don't know any better. No wonder you are a joke.

And yes, you're right, the Chemehuevi have a small casino on their reservation. Have you been there? The property doesn't even qualify as a "casino." The tribe is treaated as non=gaming and receives a share of the Revenue Sharing Trust Fund.
Having a small casino has no bearing on whether or not they would have some independent public policy that would satisfy the Governor's requirements! Where does it say that in his proclamation?
Besides, what if that casino were to agree to board up its doors. Or what if that casino had plans to expand in a big way that would impact the water resources on the Colorado River and surropunding area negatively?

You are typical of the type of person that plagues both sides of the casino proposals. Rather than admit that the Chemehuevi will be stretching to get into Barstow you blindly follow them and San Manuel. Just like Barstow is blindly following Barwest and the other 2 tribes. Chemehuevi have been trying for A LOT longer than either of these 2 tribes and have made no headway. Just like these two tribes have done, you get a lot of smoke and no fire.
